[server] Server process can't be terminated from console in Windows Git Bash

When using the drupal server command to start a CLI server in Windows Git Bash (https://gitforwindows.org/) (possibly other environments), the console becomes unresponsive to Ctrl-C, Ctrl-D or other keyboard interrupts.

Even closing the console window does not terminate the server, which can only be ended in the task manager.

I'm not sure what if anything we can do from the DrupalConsole side to change this; if I figure something out I'll send a PR. :)
