An rtl bug introduced to the gcc base code in July 2000

I noticed a little over two weeks ago a fix was back ported into the gcc 14.2.1 base that one might want to make to your gcc base code that your Pascal is based upon. Evidently a change that was admitted in July 2000 that purported to simplify the logic should in fact be backed out. rtl: Remove invalid compare simplification [PR117186]
