Tracker: Offline routing

Just splitting this out into its own issue to prevent clutter in #50.

Valhalla is currently building with emscripten in https://github.com/headwaymaps/valhalla but a lot of the porting process remains. Tile fetches and tile caching are the most obvious examples, requiring the use of emscripten's networking capabilities and filesystem capabilities respectively.
