Allow to manage plugins from backend/desktop CLI

As #1661 reports, if a plugin keeps failing and the user is not interested in them, there should be a quick way to disable them before the UI is shown, as it can be convenient to e.g. work around bugs.

So Headlamp's backend and desktop CLI should:
