Create Backstage plugin

Backstage currently doesn't have a fully featured Kubernetes UI like Headlamp. Having Headlamp running as a Backstage plugin would add value to Backstage users. Ultimately we also want to have plugins related to Backstage for Headlamp, e.g. links in Headlamp to services in Backstage.
