Automate opening the Winget PR

We have the very convenient create-winget.js script. So we should now add a Github action to automate the creation of the PR for the winget-pkgs clone we have.

We have similar Github actions for other repos such as the Homebrew. Not high priority since we have just released and do not need it till next time.
