This was rolled into `pd testnet generate` a while ago.
Closing in favor of #1406; I don't think we should support TLS other than auto-TLS, since anyone willing to configure certs manually could also configure a reverse proxy.

When we do this, we should eliminate the `wallet` crate entirely. It's a vestigial holdover that currently serves no purpose.

It would be useful to pull up logs scoped to block 64883 from a single validator to try to find out where the events are getting dropped.
