/home is mounted too late for home directory creration with systemd initrd

I've thought about maybe modifying impermanence to add its persistence services to the initrd (in addition to the normal OS?), but I'm not quite sure how to make sure these...

/home is mounted too late for home directory creration with systemd initrd

Directories need for boot as specified in [nixos/lib/utils.nix#L53-L67](https://github.com/NixOS/nixpkgs/blob/c2ae88e026f9525daf89587f3cbee584b92b6134/nixos/lib/utils.nix#L53-L67) _are_ mounted early enough. `/home` is just not on that list at the moment, even though the activation scripts assume its presence....
