Toolbar not visible in long tables

This was requested again by another user in community (4/21/25), here is some more detail:

Current implementation: Table toolbar is stuck to the top right corner of the table.

Problem: When working with a large/long table, in order to take any table action from the middle or end of the table (add a row, for example, or set a cell color), the user has to scroll all the way to the top of the table to use the toolbar.

Possible solutions:

1. Always float the table toolbar next to the selected row/cell
2. Show the table toolbar when the user right-clicks on a cell
