Inactive user is displayed in the timesheet

Problem: A user who has been deactivated in the system (e.g. dismissed or blocked) continues to appear in the timesheet. This leads to incorrect data when calculating spent time and generating reports.

Steps to reproduce:

Administrator deactivates a user in system settings. Go to the "Timesheet" section. Filter by project or period. The deactivated user appears in the list with their time entries. Expected behavior: Deactivated users should not be displayed in the timesheet by default (or should be shown with an "inactive" label but excluded from summary statistics).

Actual behavior: The user is displayed as active.
