Jakarta site fix for taglib plugin required

Site pages with taglib are broken with jakartaEE. To address, will need to fork the current 2.6 fork of taglib to support jakartaEE unless that author is looking to do same, need to look into that. Plugin located here https://github.com/weblegacy/taglib-maven-plugin

I've forked the repo but going to take a lot more work to get up to date properly with maven then jump to jakarta.
