Make: Dev profile results in a higher performance build than release profile

Per Andrew: "currently make (dev profile) seems to result in improved performance (~80% speedup) versus make release (release profile)"

After a bisect, it would seem that 39cb9e9b6f9131e039acd2a3a4cdf6030b0843df has caused this 'flip', but unsure as to how specifically. This was done with a test of timing the typing of a letter in a variable name (with 6x throttling) and comparing.

May look into double checking that it's that commit, as I'm not sure of its relation to before or after the commit e908f4772669c84e43f3249b568177c3f81d4541, which should be 'good'.
