google charts loader url should not be hard coding, In China, google urls are forbidden

What would be the preferred method? An option to not load from Google because you'll load them elsewhere?

Maybe static resource? Or chance to load new material charts?

@lukpep agree. @haydenbbickerton the external file dependent on network conditions is not reliable.
