provide an Upgrade UI

it'd rock to be able to click 'Upgrade' and all containers that are running labelled versions are shown in a list; then for each version we query to see if we can find a newer version; if we can we let folks edit them.

If they click OK then we update the RCs to force an update of the versions being used
