ctl-480 problem

My cth-480 is working perfectly, my ctl-480 is working perfectly, but my 2nd ctl-480 isn't working at all. It there even a chance that's a software issue?

Windows Version: 10

Tablet Driver version: 0.2.3

Tablet model: Wacom CTL-480
