Forgot to add i am running on Gentoo Linux, with a Radeon RX570 GPU using the amdvlk driver. Don't think vlk driver matters since MC is OpenGL.
Didn't mean to close the issue.
I am not sure why it isn't working but with Minecraft 1.21 and forward shaderpack creators can code proper support for ocean shading. So until then you might need to switch to another shaderpack.

I figured it out, it was due to OptiFine. I have an older GPU (Radeon RX570) and OptiFine doesnt support that shader program with my GPU. It works fine now with almost any shader under Iris.
