PLEASE FIX - A second attempt to create the 'round one' doubled images in the Montage campaign (recurring bug)
Steps to reproduce:
- Take a new Montage campaign
- Create round 1 with jury members and quorum 3
- Activate round 1
- Delete this round 1
- Create a second round 1 with jury members and quorum 3
- Activate this second round 1
- Montage pulls in all images for the second time? = double the amount of images in the campaign?, so jury members get assigned a double number a tasks.
Example from today in campaign #942: I have no option to correct this, so they are now starting new with a fresh Montage campaign. I was able to replicate this in the beta.
There's still a Todo in add_entries in rdb.py:

Could that be related?
Sounds like it happened again in the WLM 2025 UK campaign.
- 9423 files in the campaign
- Quorum of 2 jurors This should result in 18.846 tasks, minus the 422x2 disqualified ones because of campaign settings = 18.002, but nmbr of tasks in the active campaign is 36.004.
I've asked the jury coordinator to confirm if they activated round 1, cancelled and deleted this round, and created the round 1 a second time.
People, this happened again in the Libya campaign this week. The bug has been around as long as I have, and is a loss of valuable time of the campaign coordinator (WLM has tight deadlines!!), and also just very annoying in general because there is no warning.
The round 1 looks deleted on the front-end, but apparently the data still lingers in the back-end, and this causes duplication of files when a new round 1 is created - and multiplying into duplication of tasks. Please resolve this...

Looks like what happened in campaigns #1001 and #1003 for Libya was a different kind of glitch, but with the same result? When I created #1004, I also created the round 1 for that campaign. I noticed a slow load when creating round 1, and also a hick-up in the screen whilst the round was created...
