Campaign start and end date

The start and end date should be an adjustable setting in the disqualification panel, not necessarily always the same as the start and end dates for the campaign.

The dates and times should always be shown in UTC, as well.

I think that it will be confusing. If the start and end dates for the campaign are not used for disqualification, what are they good for? I would simply rename the start and end dates into something like "Time interval for photos to be graded in this campaign". Will talk to Pawel about this.
