Category suggestions during import

When coordinators import new photos, there should be an option for selecting photos from standard categories connected to a campaign. Instead of providing Category:Images from Wiki Loves Monuments 2016 in Germany, a coordinator should be able to select: Wiki Loves Monuments / Germany / 2016.

Also, when a Montage campaign would have the need to merge multiple Commons Categories, it should be possible to:

  1. Mention multiple categories
  2. or, include any subcategories, up to a certain depth (just like the WDFIST tool behaves)

Any duplicate, or missing image files should be ignored.
