Fix OpenGL Render && ROS GPG Key Expiration

This pull request mainly fixes two issues

  1. NVIDIA Driver installation method in the current master branch is no longer valid
  2. ROS GPG Key is expired so need to update

As above mentioned modify the build-docker.sh, Dockerfile, and run-docker script
