feat: make worker heartbeat intervals configurable

Default intervals are typically 4 second interval times with 5 second liveness checks, so query delays >1 second can sometimes cause issues under load.

What are the various can we make this configurable? Like passing in the cmd arguments or reading from the env file?? I would like to tackle this issue
