Change the HIW event summary to be more inviting

Change the summary to avoid the impression that the event is only for those that are already deeply involved in the implementation of Haskell tools or compilers, but rather be open to anyone interested in these topics independent of their prior experience or prior contributions.

  • remove duplication in the description
  • Change the event summary to be more inviting
