Add directive to specify if a shift or a reduce should be done in s/r conflicts

There could be a directive %shift and %reduce, for rules in which there are shift/reduce conflicts. Or maybe %conflict shift and %conflict reduce.

Although I can't think of where to put the directives to resolve a specific conflict.
