add manual fails for hackage builder

Occasionally we get a hackage builder fail for reasons that don't register on the server (e.g. doc tarball is invalid for upload) and so the server-based mechanism we moved to gets screwy. We should have a manual fails file just to encode specific exclusions above and beyond normal failures, so we don't keep retrying these weird ones.
