feature request: `hackage-mirror` should mirror package candidates

hackage-mirror helps development by populating the database. Like:

mirroring BNFC-meta-0.4
mirroring BNFC-meta-0.4.0.1
mirroring BNFC-meta-0.4.0.2
mirroring BNFC-meta-0.4.0.3
mirroring BNFC-meta-0.5
mirroring BNFC-meta-0.6
mirroring BNFC-meta-0.6.1
...

This can be done by nix run .#mirror-hackage-server.

It would also be helpful if the candidate packages database was populated.

candidate database is not append only. I feel that (need to also delete candidates i.e. mutate the mirror) will make mirroring a lot harder problem.

I can reduce this feature request. I just need fake candidates for development purposes. Randomly generated would be fine.
