"Documentation available" banner is up, but no documentation present

My newly uploaded executable hackage-cli has the "Documentation available" banner up, but "Build failed" and I didn't upload documentation manually. So in fact, there is no documentation (module list is empty).

Shouldn't the banner be absent if there is no documentation available?
