`ghcup news` command?

Some distributions have support for reading news, e.g. Gentoo:

  • https://www.gentoo.org/glep/glep-0042.html
  • https://wiki.gentoo.org/wiki/Handbook:AMD64/Installation/Base#Reading_news_items

We could facilitate a similar mechanism, to be able to communicate:

  • important updates to GHCup
    • new features, bugfixes, etc.
  • important updates to tools
    • including security issues
  • non-tooling news like haskell weekly, upcoming zurihac, etc.
