Specifying bootstrap-haskell.ps1 -InstallDir with $env:ProgramFiles fails on Windows

The above requires admin priviliages on Windows and thus the installation can not complete successfully. A case that should be handled especially if the documentation explicitly states that These commands should be run as non-root/non-admin user..
