"cabal help" can report incorrect configuration file when "--config-file" option used.

cabal help says:

You can edit the cabal configuration file to set defaults:
  <user's home dir?>/.cabal/config

regardless of the value of --config-file. If something has aliased your cabal command, this can be confusing (though yes, I admit this is the user's fault).

Config file location can be also set via the CABAL_CONFIG environment variable.

I don't think there's a need to change the help message depending on the flag: if one uses the file, they probably know that they need to edit the corresponding file. The only way to improve I see is to make the message a bit more general maybe. E.g. "You can edit the default cabal configuration..." or something like that.

another alternative could be print the location of the actual config file, wherever it is set
