Release a version where `cabal test` succeeds

Almost a year ago I fixed cabal test:

@deech: Can we get a release of c2hs with #273 and the other latest fixes?

I would be good to have cabal test working. Then, e.g., tests could be switched on again in stackage: https://github.com/commercialhaskell/stackage/blob/358abb4150175b39d6fd818172cf8066051fea8d/build-constraints.yaml#L8581 Personally, I was confused to see c2hs tests failing and got worried that I caused these by my recent release of shelly-1.11.
