Add toTitle function

I propose to add a toTitle function to the string utils, a la Data.Text.toTitle.

Unfortunately I had problems when trying to build the test suite as well as loading the library in ghci, however I have provided tests and I have tested the code independently in ghci.

This PR is 5 years old now. Is there still interest in such a function?

I don't think I'm using the library anymore. But I'm sure there are people for whom this would be useful.
