Remove GHC 7.8 support

Are we at a point where we can remove GHC 7.8 support from sdl2? Are there any users who are still stuck on that GHC version?

If there are, they should be able to leverage stack and keep using older versions of GHC as well as the previously submitted versions of sdl2 as an external dependency, since those are permanent on hackage.
