[BUG]: tasks won't be picked up when multiple agents have the same name

Description

When there are multiple agents that have the same name, they will not start a task. When one of the agents is removed, the other agent will start again.

To solve this either the agent name has to be made unique in the database or the server logic has to be updated to handle agents with the same name.

We havent made any changes in the scheduling of agents, I expect this bug to still be there
