Unexpected error with internal TFE instance: unable to verify the first certificate

Terraform Version

Terraform v1.11.0 on darwin_arm64

Steps to Reproduce

  1. Click Login to HCP Terraform.
  2. Click New instance.
  3. Enter the URL to our internal instance.
  4. Select Existing user token.
  5. Paste in user account from Account settings page in our internal instance.

Expected Behavior

The extension successfully logs in and I can select from organizations.

Actual Behavior

An error notification is shown:

unable to verify the first certificate

FYI I tried adding the TFE instance's certificate to my Mac keychain and trusting it.
