Description

This PR is a custom cherry pick of all non-user facing changes that went into the prep for SSH and AWS configuration restructure PR (which I'll post after this is merged). The original PR was getting too large so I created this PR to help reviewers focus on the cleanup tasks and test changes separate of the UX changes that will come with the second PR.

No screenshots as no UX changes should happen due to this work.
