legal: include license in release zip and docker image

This PR is a requirement from the legal team to include a copy of the license with all release .zip files, docker images, and linux packages. Based on guidance from this doc.

This looks great! I unzipped the amd64 binary zip and I didn't see the LICENSE.txt file in there. I think there are still changes needed to get the binary zip file updated with the license.
