VAULT-24636: Add new methods for MFA Login Enforcement configurations by ID

This PR adds new methods to the LoginMFABackend to handle deletion of Login MFA Configurations directly by ID rather than name/namespace combination. This is the CE side of a change to address an issue in Enterprise.
