Configuration view for Kubernetes secrets engine:

• adds TabPageHeader component for use in tab (overview, roles, configuration) routes
• adds ConfigCta empty state wrapper component for use across tab routes
• adds page component for configuration view
• removes unneeded configuration edit and index routes
• adds block for kubernetes in mirage default scenario for seeding db
