Consider adding a Gemfile.lock to the git repository

Downstream packaging of vagrant is more brittle because they have to generate a Gemfile.lock. There is no assurance from the vagrant team that this specific version of the lock will work.

Add the Gemfile.lock to the git repository.

I have found these commits:

• b5b8b128d9f54d44dc025a2b5eae8ef8e0e2c67f removes the lock file
• 4b26766d7868ddf9a557a2b66e879820bc3a3944 reintroduces the lock file for the website

But they do not explain why having the lock file in git is a bad idea.
