Add local_directory data source and resource

This change would create the local_directory data source and resource. This permits to create local directories with specified directory permissions.

It would be great if this could also support source property and allow copying directories locally.

Currently in Terraform file provisioner allows copying directories, but only using ssh. Local copy is not possible.
