Switch `google_bigquery_reservation` endpoint to `v1`

Description

The v1beta1 API has disappeared off c.g.c, and redirects to the v1 links at https://cloud.google.com/bigquery/docs/reference/reservations/rest/v1/projects.locations.reservations/create. Seems like we should swap.
