Add secrets manager datasource

Opening this issue after https://github.com/hashicorp/packer-plugin-sdk/issues/14

I'd add a new data source that does just this. The code from the AWS datasource could be used as an example: https://github.com/hashicorp/packer-plugin-amazon/tree/main/datasource/secretsmanager

Is there any way #99 can be reviewed and merged? Would be really great to be able to reference secrets the same way as in AWS
