force-count option mentioned in usage text but not available in levant plan

After upgrading to 0.2.8 version to levant and making some changes to our CI scripts, I noticed that plan option does not have -force-count option.

Below usage help section suggests that there is -force-count option. https://github.com/jrasell/levant/blob/22d4a34dc9704a560fe7b6224ce3397eb41b1bd9/command/plan.go#L49

But the planConfig struct does not have any field for it and that option is not being used in the plan phase.

So either help text should remove the -force-count option or maybe -force-count can be added to plan to show any diff between already running allocations and what is specified in the job file.
