allow configuration of "outlier detection" for gateways

Feature Description

In https://github.com/hashicorp/consul/pull/7713 (https://github.com/hashicorp/consul/issues/6832), the configuration for 2 outlier detection fields are supported for proxy.upstreams[].config. However such feature is not available for gateways yet. The request is to add "outlier detection" support for ingress gateway.

Use Case(s)

Controlling the outlier detection behavior for ingress gateway. This is already doable for mesh to mesh, but ingress is missing
