Missing documentation for ACL bootstrapping is missing

Overview of the Issue

The docs here don't have valid links to ACL bootstrap usage. This was called out in this PR comment but never resolved. This was also mentioned in [this issue](https://github.com/hashicorp/consul/issues/20832#issuecomment-2132426095 in May.

Reproduction Steps

Steps to reproduce this issue, eg:

  1. Go to the linked ACL page
  2. Attempt to click either " Bootstrap and Explore ACLs" or "Secure Consul with ACLs"
  3. Get redirected nowhere
