Sync changes from 1.13.0 release

Description

A new major version was released today (1.13.0). This updates the CHANGELOG to include those entries and then removes the entries from the 1.13 pre-releases (they are all under the 1.13 heading now).

This also bumps the version so that the version reported by make version is 1.13.1-dev:

Version:                    1.13.1
Version + release:          1.13.1-dev
Version + git:              1.13.1
Version + release + git:    1.13.1-dev (c656798be0)

Testing & Reproduction steps

Run make version to see the new version. The rendered CHANGELOG content can be found here.
