Description

The beta of Consul's cluster peering features will be released on August 9, 2022, as part of the Consul v1.13.0 release. This PR makes the following major updates to the docs:

1. All references to the technical preview release now reference the beta instead.
2. Organizational revisions to the steps to create peering connections (four step process)
3. New commands for managing peering connections added.
4. A new page covers the addition of mesh gateway functionality to cluster peering
5. A new section on the index.mdx page summarizes feature/functionality additions for the beta release.
6. The feature/functionality constraints section has been updated.

NOTE: Because of the product off-site this week, this PR is being opened early to allow time for review and additional edits. Of particular note in the original submission: placeholder locations for UI instructions have been created. I'm in contact with the UI team and awaiting screenshots of the updated interface so that I can include UI-based instructions. This PR will be updated with UI instructions at a later time.
