Default to latest compatible Terraform CLI version

Description

CTS defaults to the latest version of the Terraform CLI if none is set in the Terraform driver configuration. However, the latest version may not be compatible with CTS yet, which will cause CTS to default to the fallback version, 0.13.7.

Instead of using just the latest Terraform version, CTS should determine what is the latest version that is also compatible with CTS. Additionally, the fallback version should be upgraded to a more recent version of Terraform.
