Auto generate the permissions pages.

This goes a good way towards making sure we do not miss any new resources in the permissions table documentation, and will even document all actions that can be performed on them. The scope and description could be left blank if the page is not updated when new actions or resources are added.

For add-, set-, remove- actions there are additional steps that can be taken to automate the description process. And that can come later.
