allow a worker filter from the authorize session api

Hi there!

Can you provide some background on what use case you're trying to address with this change? Generally speaking we don't let users pick and choose workers so that we can balance across them. It's not clear to me what situation would require this that can't be addressed via other means, like a separate target.
